The App Store Updates page only informs you of updates available for the OS you are currently running.

However, if your Mac is running a version of macOS Catalina (the update that dropped this time last year), you'll need to head to the new Software Update menu within System Preferences to download. Which macOS version is installed on your Mac? Check Compatibility. If you are running OS X Mavericks or later, you can upgrade to macOS Catalina. Create a backup. Now that you are ready to upgrade to Catalina, it's wise to make a backup before any upgrade. Upgrading from macOS Catalina 10.15 or Mojave 10.14? Go to Software Update in System Preferences to find macOS Big Sur. Click Upgrade Now and follow the onscreen instructions. Upgrading from an older version of macOS?
